The Prime Minister's Office has confirmed this in a Freedom of Information request. Since all content posted to Flickr must have a licence other than OGL3, this image, despite possibly having a non-free licence on the source page, can be assumed to be multi-licensed under the following terms:

exploit the Information commercially and non-commercially for example, by combining it with other Information, or by including it in your own product or application.
